You are treating the helmet to helmet rule as if you can dispute it like a pass interference call. The rule was set in the place to protect the players, and the make sure something like this never happens. So when you see the rule being broken completely, there should be no dispute. I could agree if maybe he did actually hit him in the chest, but he didn't, he hit him clear in the head.

Okay, say he wasn't pushed, the crown of the DB's helmet still would have collided with Boldin's face mask, which still would have been helmet to helmet. It's plain as day to see he led with his helmet. There is a reason why in Pop Warner they teach you to tackle with your head up, to keep you and the player you are tackling safe (hence the reason both players are on the ground for a while), and to avoid penalties. There is no dispute.
