The only problem is the rockets will bounce as soon as the hit the water and never dig in. All you really need is ventilation, so the air does not get caught under the boat. Those boats run on the pontoons anyway, it would be pretty simply to have vents between the pontoons and the main hull. Leave the back closed off, as you are trying to counter the inertia of the engine. They figured this out for NASCAR, surely it could be figured out for boats.
