The pilot program is a joint collaboration between the Royal Society for the Prevention of Cruelty to Animals NSW (RSPCA NSW) and Corrective Services NSW. The program is based at the Outer Metropolitan Multi-Purpose Correctional Centre. The facility has 30 state of the art kennels, a training room, a veterinary room, and an adoption centre. It was set up to;

- Provide behavioural rehabilitation for dogs so they can be adopted out to caring families.

- Provide inmates with training and employment opportunities upon release. Inmates may have the opportunity to complete Cert II in Animal Studies which is a nationally recognised qualification and is run by the RSPCA NSW on site.

- Provide Officers with further professional development. The Officers are required to complete Cert IV in Companion Animal Services which is a nationally recognised qualification and is run by the RSPCA NSW on site.
