Actually..... there have been incidents of BIGGER guns than that being smuggled into prisons in such a fashion.

Biggest I know of is a "baby" Browning pocket .25acp pistol. Not exactly huge, but nowhere near THIS small.

Penetration with various loads goes from 5.6"-7.2", depending on the load. CCI Short RN bullets get the best penetration.
As for stopping power, it's a .22 short. It's not a big pistol, it's not a rifle. It's a tiny little revolver firing a tiny cartridge - and it will still kill animals with well placed shots.
