I think both of these tuners were from eBay, but I'm not sure. One sort of works and gets only a few stations and is very quiet, while the other does not work at all. They're both the same model as far as I know (FM 3A).
I've had a number of FM tuners that i fixed by cleaning the tube sockets and re-aligning. I've also had a couple with bad or way off tolerance resistors in the IF strip that caused very poor gain. Would be worth checking to make sure it was assembled and tuned properly, and make sure the parts are actually still good.

The one that does not work at all, I wonder if it ever did. When you buy a HeathKit you usually don't know who built it. Hope you can get it working.
