Well. Cal's mum and uncle want to control him and prevent him from ruining their chances at making it to the white house. As a result, they tell one of his body-guards to keep an eye on him. Well, the body guard gets him hooked on heroin. After awhile it becomes a problem and his mum and uncle order the servants to clean the house of all drugs. The scene you are referring to is when Cal finds a stash of heroin and goes running to prevent it from being taken away from him (he's now governor).

To finish my posting from earlier...He runs into his uncle. Cal's uncle Graham has always taught him that he has to keep the upper hand in everything he does. Cal tells him that the drugs are what give him the upper hand. Now, uncle Graham is gay. In order for him to keep his drugs, Cal thrusts uncle Grahams hand into his bits - and then straddles his wheel-chair and says, now "now don't....tell....mother." The implication being that he and his uncle.....
