I believe this video was taken in the French Quarter in New Orleans. This was for the 2007 French Quarter Classic in Louisiana. I have several videos of this exact car on the Race track at No Problem Raceway. They are on photobucket.

It was probably the same guy. He has some sort of big involvement with the make-a-wish foundation.
