Al-Haafidh Ibn Katheer said:
"Allaah subhanahuu, rejects those who refused Allaahs Shareeah; the laws that are good for the Muslims; the laws that forbid what is evil. Allaah rejects those who follow laws of personal desires and who adopt laws of Kufr such as the laws enforced by the Tartars who were under the control of Gengiz Khan, their king. These laws were a mixture of Judaism, Christianity and laws chosen by their king that suited his desires. Should we prefer these laws to the Shareeah of Allaah and His Prophet (sallallahu alaihi wa sallam)
WHOEVER adopts laws other than Allaahs is a Kaafir and the Muslims must declare war on him until the laws of Allaah are adopted; the laws prescribed by Allaah and His Prophet (sallallahu alaihi wa sallam)" - "At-Tafseer" Vol.2/67
Ibn Taymiyyah said:
"Undoubtedly, whoever does not believe that it is obligatory to rule according to that which Allah has revealed to His Messenger is a Kafir, and whoever thinks it is permissible to rule among people according to his own opinions, turning away and not following which Allah has revealed is also a Kafir...So in matters which are common to the Ummah as a whole, it is not permissible to rule or judge according to anything except the Quran and Sunnah. No one has the right to make the people follow the words of a scholar or Ameer or Shaykh or King. Whoever believes that he can judge between people according to any such thing, and does not judge between them according to the Quran and Sunnah is a Kafir." [Minhaj as-Sunnah an-Nabawiyyah, 5/130-132]
"Nay, by Allah, you either enjoin good and forbid evil and catch hold of the hand of the oppressor and persuade him to act justly and stick to the truth, or, Allah will involve the hearts of some of you with the hearts of others and will curse you as He had cursed them". (Abu Dawud and At-Tirmidhi)
"When the people see an oppressor but they do not try to stop him, soon Allah will cause all of them to suffer punishment because of him." (Narrated by al-Tirmidhi, 2168; Abu Dawood, 4338; Ibn Majah, 4005) This hadith was classed as sahih by al-Tirmidhi and Ibn Hibbaan, 1/540.
"Whoever among you sees an evil action, let him change it with his hand (by taking action); if he cannot, then with his tongue (by speaking out); and if he cannot, then with his heart (by hating it and feeling it is wrong), and that is the weakest of faith." (Muslim)
