@sunny9886 IF FOUND GUILTY, THE PUNISHMENT IS USUALLY SEVERE. FOR THIS REASON, THE INDIGENES WOULD GO EXTRA MILE TO COMPLY WITH THE RULES IN ORDER TO AVOID BEING SUMMONED FOR HEARING (palaver). THE INDIGENES SAW PALAVER AS Wahala (trouble, unrest, discomfort, pain, agony etc.) THAT'S WHY YOU ALWAYS HEAR PEOPLE ESPECIALLY IN WEST AFRICA SAY "no palaver o". MEANING, no trouble.
