He's playing rotation not 8 ball. It's hard to get an idea of how good he plays from this video.

In rotation, the rules are similar to 9 ball. The primary difference being (besides using 15 balls) you accumulate points for every ball you make. The 1 is worth one point, 2 worth two points, the 3 worth three points etc. The winner is the player than accumulates 61 points. By the end of the video, they are tied 3-3.
