Don't forget most of the time Clinton was president he was stuck with a republican controlled congress keeping him from doing very thing he wanted. I think business liked that environment. A Balance of Power. Obama needs to convince small business that he cares about them if he wants to to join Clinton and Bush as Job creating presidents. So far I've heard very little that would encourage small business.
