Why did Capcom made Sigma the last boss (Except X8) in all MMX games?

I disliked ost of the MM:MHX remixes, but I have to admit that this one stick pretty well to the epicness of it's legacy!
And I don't really know what to think of the second boss battle.
I could get the game only to extract the contenent on my computer (Me? A PSP? Never!) and get the OMV, but outside of that, no.
