A little historical context to this skit.
In 1981, President Reagan spent a month at his ranch in Santa Barbara. While he was there, two Libyan fighter planes tried to attack two of the USA's F-14 Tomcats with predictable results(The Libyans were shot out of the sky). The president's aides did not wake him up when word of the attack reached the ranch. Reagan later commented that he thought that he should have been woken up only if our planes had been shot down.
