yes, I had my camera set on a 640x480 resolution and I guess the higher the resolution, the slower the framerate is. IDK how to fix the framerate itself, but I've since switched back to a 320x240 resolution, which will make the framerate better, though the quality might be a bit lower.

The 4001 is set on steady and the NS is set on code 3. What are the volume and strobe set on?
