Yes, it is srt of an improvised prelude to a piece by a solo instrument. In this case it is a wind instrument called "ney". It is somewhat similar to a recorder but much harder to play. It is said that in music scools, the students of ney are taught only to produce a single note for a whole year before they can play any piece of music. Ney is mainly used in tasavvuf (mystical/religious) music.
