It seems to me that the boy has some clear details of an actual family, but when he came to the island there was nothing to indicate that he had ever been there before or seen anything of it before. The things he said about the houses when they were in the bus was nothing anyone couldn't have said, and nothing that could be verified. It seemed to me that he was sad when he came to the Robertson's house because he knew he was supposed to recognize it but he didn't (not questioning his sincerity).
It therefore seems more likely to me that this is a story someone told him when he was very young, or something like that, rather than him actually having memories of the place. Lets face it. What is more likely; him being one of a handful to be reincarnated, or someone telling him their life story and him growing up to think it was his memories? I think the first possibility is an absurd one without any evidence, though I would agree the second one is unsatisfactory, it is certainly better!
