Because he was a good president. His morals may oft times be in question, but he did very well in office over all. And if you are to hold Rwanda over Clinton's head as a failure, then Bush has done much worse with Darfur, Iraq, Iran, Afganistan, and many others, but, of course, most of all, Bush has some how managed to mess up America even more. We are now but a joke to other countries, we have lost any respect in their eyes.
