Tip:

Don't use that last Mushroom and then hop to avoid the luck wheelie. Save it until a little bit before you would need to chain wheelie.

When you hop, you lose a little bit of time b/c you're slowing down for just a little bit. If you use what I said above, you won't lose anytime at all.

Of course, the exception is lap 3.

I'll let you figure out a better Goomba strat ;)
