NOTE: What you see is not what you are stuck with. ENB Series is able to modified to your exact liking. The cars in this video are "too shiny", but you can modify the reflections to be as powerful or weak as you like. The color correction and contrast are also something you can change. You can also change it to where the water has a dark blue-green tint based on depth. Blur way too high? Sure, you can change that as well. There are many different settings you can tweak, not just the ones I mentioned. So there shouldn't be too much reason to say, "The cars are way too shiny. This mod sucks." :)
ENB Series. You can download this mod from: http://enbdev.com/download_en.htm Just look for the ENB version you want. Different versions have different effects. Preferably, it's best you download the later versions.

The version used in this video is GTA San Andreas beta v0.074f (I believe), with modified settings settings. You can modify the file however you want to make it look better, but since I left this as it came with the download, it might not appeal to everyone.
This mod isn't new, but I thought I would just post a video of my own showing just how good "ENB Series" is of a mod for San Andreas.
Notice the following about the mod:
*Reflections: Literally everything you can possibly see on your screen is reflected on vehicles (even the HUD, if you look at a car at the right angle). NOTICE: You are able to change the settings in the ENBSeries.ini file to whatever you want (ie cars are less reflective). If you want everything else (trees, objects, item pickups, etc.) to also reflect the surroundings, then download "GTA San Andreas beta v0.075c test 2".
*Bloom Effect (Or simply High Dynamic Range.... it makes everything glow... but I didn't use Bloom in the video except in one clip). Bloom is best edited in the file to make it look best.
*Higher contrast of colors (This version only I believe)
*Shadows - Darker shadows (or semi-dark shadows, you can edit the file to your liking)
Personal rant to those who negatively comment on this video (or simply disagree with how it looks):
I'm going to go ahead and just say this, I do not play SA anymore, and for the most part, ENB Series for SA isn't the greatest. It all boils down to personal preference. If you do not like the settings in this video, then you can look at other videos, and see if anyone else's settings don't fit your needs. If not, then it's safe to assume that ENB Series (for San Andreas) isn't right for you. Of course, there's always ENB Series for IV.
