that's the dumbest thing i've ever heard. by law, if you pay someone to kill, you're as guilty as he is. of course he will be punished, cause you didn't force him to do it, but you're just as guilty. i can't believe you actually believe this ridicolous argument. hitler didn't kill anyone, he just ordered someone else to kill. they could choose to refuse, resign.
