Are those British actors using American accents?

I believe so, yes. At least Stoker and, I think, Dwight are. Their accents get really strange at times. Especially to the American ear. Not as bad as Emerald Stoker in season four, though.

laurie is putting on an accent, even tho' he's english- they're all trying 2 recreate the '20's & '30's & the gentry (of UK & US) spoke differently then, & all the satellite characters are pretty much caricatures; that's why their accents sound strange.

& on the subj of mary poppins, love julie andrews tho i do, she speaks (in films and real life) like someone trying 2 approximate an RP english accent, like a plum farmer's daughter with ideas above her station.

I'm not sure that "the majority of" can be verified scientifically, but Wodehouse repeatedly uses the particular species as but one of the many indignities forced upon poor Bertie, who wants nothing more than an afternoon at his club followed by a night at the theatre and several generous helpings of the restorative elixir. Instead he has foisted upon him the series of young blighters, aged aunts, and marriage-minded near-cousins depicted all throughout the series.
