Not entirely. Chopped & Screwed music is when you not only slow it down to a certain extent (some DJ's slow it down to like 60 BPM, which is EXTREMELY SLOW) and add in all types of effects such as crossfading tracks, adding scratches and bring backs, flangers, etc. But if it's a song that's just slowed down and has a couple crossfades I consider it just screwed.
