Yes, that's why it starts the story and is described by the director and story writer as a main game on par with KH1 and KH2 in importance. Yes, because that makes sense that a game that is all about why all of this happened couldn't possibly be a main game....idiot.

Second, it doesn't matter, because Birth by Sleep is a main game and not playing it will result in a continuity lock out.
