Fallout 3 Operation Anchorage Part 1

You have to download the DLC and when you walk around outside near the DC area, you will get a radio signal. Once you listen to it, you get the quest. Then select it from your PipBoy and follow to where it leads you.

Also, since many people have been asking me this, IF YOU ANGER THE OUTCASTS IN SOME WAY, THEY WILL NOT ATTACK YOU AT THE SIMULATION
