In my state cops DO NOT have to follow traffic laws when they are duty. That includes when they are a not responding to calls.

Here's the deal. Should the officer signal? of course. The problem is this: you have no freakin clue what he is doing. He may be just riding around blatantly disobeying traffic laws and in that case should be disciplined. However, you are not his boss. You don't know what, if any, assignment he is on, if he's looking for something/someone, etc etc. So, in conclusion, go mind your own freakin business.

@ Tophlang. Dude there's most of the time that cops DO break the laws. Just the other day a cop cut me off and he hit my front bumper of my truck. He said it was MY fault, that I was going too fast. He hit a car beside me, the one in front, and the one in front of him, all 4 us, including me, went to court and got that dude fired because: 1 he failed to signal, 2 there was NO emergency, and 3 he was on his cellphone without a bluetooth nor earpiece. not 100% of cops, but a vast majority.
