@OHNGAI hot tip, flutter doesn't mean the turbo has fouled. The sound is air recirculating, from the throttle body when shut on off throttle, through the intercooler (which acts as an amplifier) and that air then hits then rear of the compressor wheel. It's not compressor surge, before you say that either, that occurs BEFORE off throttle. @YezZzirQC A wastegate is where exhaust is vented in order to bypass the exhaust wheel in a turbo. It controls the flow of exhaust through the turbo, which in turn controls the amount of boost the turbo is creating.

What litre is the engine in it? Is it bored up?

And did you put a huge truck turbo in that it sounds really nice
