I found my ipod touch under my couch after a couple of months and after i recharged it and turned it on i found that it was disabled for about 41 and a half years.

just unplug your ipod from your computer and keep plugging it back in really fast while clicking the home button

@2live1130 Actually, the Ipod was stuck in a continuous loop meaning that when i tried to restore it, an error occurred and brought me back to that screen.

@W1ldyman At the time is was jailbroken, so I just jailbroke it again and it removed the loop. IF yours isn't jailbroken, jailbreaking should fix it
