Does this mean that China does not interferr with the Tibetan Buddhist monks debate?

China does not directly interfere with the debating of the monks, but there is a huge underlying feeling in Tibet that China is interfering with Tibetan sovereignty. (I am not for or against Tibetan independence - just merely making an observation)
