When you grow up knowing your entire country can be dust in 20 minutes, how else do you cope? M.A.D. and fatalism. Nuclear threats by nations is far less likely than by nameless groups who won't identify themselves after the first strike. How do we respond intelligently to that? It can be scarier than immediate and hopeless obliteration.
