No, under the circumstances, that's not understandable. I'd understand if they delayed the release, but why cancel it altogether?
After all, Konami had no problem releasing AirForce Delta Storm (a sequel to a Dreamcast game) on the XBox in the USA on 15th November 2001. Namco released Air Combat 04 in Japan and Europe in October 2001 and the US release wasn't much later (February 2002). Both are flying games, both feature combat and I'm pretty sure both feature buildings that you could attack.
