Bob has said many times he isn't political. As he said in the 60 min. interview with Ed Bradley... you don't have to be political to care about people's suffering... or words to that effect.
His early songs were a response to what was happening in the world. His new music and all of it in between are also responses. There are definitely critiques of power in there. Particularly Modern times, but you do kind of have to be aware of him, his history sort of.
