If only every 99-04 Mustang owner had a DOHC Cobra NA or SC instead of a dull GT then they would have been a good match for the Camaro LS1 and Corvette/Z06 LS1/LS6. Just to make a Mustang GT Dyno more RWHP/RWTQ than a stock LS1 will cost thousands.
