She didn't really shut down the business but told him to move from the parking lot. Plus, this is a free market economy where anybody can make money from being self employed. The government is not allowed to shut down someone business unless their product is illegal. Most people who are self employed don't know the legal side of what the government can't do. If that person wasn't in that parking lot, that cop is not allowed or have any type of jurisdiction to stop that guy's business.
