The Okinawans sort of follow this advice. 70% of their calories come from sweet potatoes but they still consume rice and legumes (including soy) in modest amounts. They consume very little fish and meat (< 1%) I don't think anyone would challenge the statement that they have faired very well, to say the least, on that type of diet.
