That dude in the red turban with the knife is a Templar Stalker, they've ambusehed you already a couple of times during and imediately after story missions (like when you were following Tarik through the Bazaar), that whispering starts to play whenever they get close to you (they also show up on your map as a dagger icon), apparently, they won't attack you if you're on the roofs.
