Can green laser pop the green ballon?

Great question. If you believe that a green balloon is green because it REFLECTS green light, then no. It would reflect the light. Same thing with a white balloon. Use a dark balloon so that it absorbs the energy, gets hot, melts, pops. However in most green lasers it is the UV energy that does the popping. And that would pop a green balloon. Which I have done.

Wicked Lasers doesn't make 100mW units, although the peak output of the 95mW Nexus would probably reach 100mW. So I guess that's either a 95mW Nexus or a 125 mW Fusion.

Yes, I know that the second balloon transitions at the same time as the balloon pops. I really liked this effect, as though the laser was 'popping' the screen shot.
The truth is that the red balloon was against my left hand. When it popped the balloon shot to the right (action/reaction)and fell to the floor. I must have 'clipped' the scene just at the exact time it popped.

I heated the ballon for the third shot. Condensation was causing problems and heating it changed the vapor pressure. When the cooler air from the red balloon escaped it caused the humidity to return to the air, causing the beam to be visible. I've used an air pump to inflate these without the humidity of my breath, but the pump was at my lab.
