I think that its meaning depends on the context it is being used. However, in Laos, the Spelling and its pronunciation are the same as the sound of cat, which is more than often is derogatory word. In China, the spelling and and pronunciation of Miao are different than the sound of cat. Actually, the Chinese spelling with its pronunciation of Miao is the best meaning I can ever think of in regard to a group of people/ethnic. Its meaning is a reserved germinated sprout or shoot.
