I do not think it is a she, listen carefully sounds like man to me, also i sense a New York or New Jersey Jewish tone? very Laverne and Shirley sounding. I am not an American accent expert but I have heard this kind of voice tone in Goodfellas. It is the way she says 'flying Dutchman'

HAHAAHAHAAH fail in the beginning, she says bootstrap bill comes aboard the flying dutchman to warn Jack. That is wrong, he comes aboard the BLACK PEARL to worn Jack, for Jack wasn't on the dutchman at this time of the movie, cause this was the right beginning of the movie.
