James Joyce was an Irish writer and poet active in (I think) the early 20th century. He wrote the lyrics (as a poem) which Ivan Pawle (a member of the Irish version of (and friends of) the ISB) set to music. Robin Williamson thought it was well worth covering I guess (and rightly so).
