i was just sitting there in my car and seen this big tank coming down the road so i grabbed the camera and started to record it.apparently there was a training exercise they were doing

Yup that would be the Michigan State Police ERT (Emergency Response Team) It's basically their SWAT.

My county sheriffs (Berrien, Michigan) have 2 armored trucks.

Alot of Michigan Sheriff departments don't have armoured vehicles so you shouldn't talk. Michigan State Police provide support and assistance.
