@Biscuit05 I would not say this is a FRA banner test. Calling this a FRA stop test would be better. On the UP they do not do these tests because GCOR rule does NOT require a train moving at restricted speed to stop short of an obstruction. It used to be train, engine, obstruction but GCOR now reads "train, engine, railroad car, stop signal, men and equipment fouling the track or switch or derail lined improperly".
Im a conductor at NS. It's an FRA banner test. It's required by law. And it not just an engineer test. It checks the crew. They can only banner the train when it is proceeding on a restricted speed signal. One of the guide lines for a restricting is travel at a speed that you can stop half the distance of vision of an obstruct tion. This is to make sure they are traveling at that speed. If a free hits a banner they are taken out of service. Both the engineer and conductor.
@Tcostello105 , Basically they do this to see if the engineer is both paying attention and doesn't break the railroad operating rules. For instance, if the engineer hit the the sign, he would be out of work for a few months. Boils down to seeing if they are paying attention.
