paypal are morons. They limited my account one year ago, then being consisted wanted to ban me completely from their system. I was _top rated_ ebay seller at that time. They hit me just when my business started to grow and effectively killed it. I did not do any nearly nasty thing, just grew my revenues, didn't open multiple paypal accounts either. Paypal just don't care or are corrupt. All businesses, never ever trust paypal, never promote paypal, if keep them then as secondary pay gateway only
