I use Macromedia Flash. Currently I use Flash 8, though there are still newer versions, but most Geoweasel episodes were made with Flash 5. You can probably still get a free 30-day trial, but the program itself is quite expensive. Even to upgrade from an older version to a new one is expensive. You could try looking at Toon Boom Studios too, but I've never used it and I have no idea if the price is more or less than Flash.
