Yeah, probably not -- the Koei simulation games were never especially popular in the U.S., and I never did play them, but at the same time, I think it's probably just a matter of how much things cost in Japan versus the U.S., exchange rates aside.
The most that games ever really cost in the U.S. was $80 for FF VI, Chrono Trigger, Biohazard 2 on N64, etc., so one game for $100/≈10000¥ is pretty much unheard of here, while I remember hearing that even in the '90s CDs were $30 in Japan.
