Wanted to take some time out to highlight Bomberlink's awesome fan project, Streets of Rage Remake. Having fond memories of Streets of Rage 3 especially, I was really enthused upon finding this back in 2007. SORR is everything a fan project should be: captures the spirit of the original while improving upon it.
My favorite aspect of SORR is how moddable it is, allowing fellow fans to take part in shaping their own subjective experience of the game. You can convert your favorite music files to OGG Vorbis format and insert them into the game, and there are a number of graphics mods available; the footage in this playlist was taken with Order66's Blaze graphics mod and a Streets of Rage 3-style Shiva mod in place. Version 5 is supposed to up the ante with a Streets of Rage Maker, like a level editor. Depending on how far it takes the modability of the game, Version 5 might even rival OpenBOR as a scrolling fighter creation engine.

Recording this would have been murder without unlocking the stage select option with the cheat code SORRGAME4 at the title screen (just enter it with the keyboard when the BomberGames logo starts), so thanks to the Bombergames forumers for revealing that.

You have several options for this sort of thing. Directly modding a Genesis ROM would probably be the hardest due to all the obscure file formats that would likely be involved; I'd recommend building the game in SORRMaker (once that's completed, it's supposed to debut with SORRemake version 5). In the meantime, there's also the Beats of Rage game engine.
