Saddam could not admit that he did not have WMD, as this would have left him vulnerable to an attack.

Sorry my first comment was incorrect. In the Democracy Now interview Noam Chomsky goes on to say that no one knows where these parts and chemicals ended up.

My point is that what was monitored and controlled has now disappeared thanks to an illegal invasion.

How can the citizens of Iraq "loot" their own military resources? Do you mean stop them being looted by the occuption forces? Iraq and Iran are surrounded on all sides by nuclear nations--Israel, Pakistan, Russia, China, US bases. Is it so surprising that they might want to go nuclear themselves to defend themselves?. The unfortunate lesson of the Iraq war is "go nuclear" or be "bombed into the stone age."

Having the "means to develop WMD" is not quite the same as having them is it? Problem was that Blair lied when he said Iraq already had them and they were ready to be fired within 45 mins. Most countries in the world have the "means" to develop WMD. Doesn't mean they are going to develop them.
