Well, the President can not seat in person with the totalitarian leaders. Those guys would not accept it anyway. But, the Foreign Relations Ministries and Secretariats sure can and must.
The president and the leaders so cushioned can then negotiate, that is the obvious and only posible way. The last time two rival leader seat to negotiate themselves happen when Emperor Napoleon and Russian Tzar met in 1807, and it was so because pre-arrangements were made to shake hands and then become allies.
