I totally missed this part. Is this supposed to come later? because I don't know how you would know to do this just from playing the game. Slippy's slacking....

You can do this anytime after you complete the Lightfoot Tests. There really is no point in getting this unless you want to get a lot of items and a cheat token. But otherwise, it's a pretty fun sidequest to do.
