Actually, Roa couldn't use his spells in Tsukihime because his every incarnation is a bit more the original person and a bit less Roa himself. They just took his lightning stuff from the fact that he was pretty good at destroying streetlights in the visual novel.

the move adds a buff to his vertical lightning strikes. Little counter under his portrait shows how much he has. If it gets to 10 he auto-casts it. otherwise it just makes them do more damage

He's one of the best magus in history...
When he reincarnates, he can't use his magus skills for a while. That's why he didn't use spells during Tsukihime.
But now, in MBAA he can.

Can somebody tell me how Roa got strong enough to take on Tatari Shion? I was under the impression that, aside from his "reincarnation" ability, there was nothing really special about him.
