Actually, Roa couldn't use his spells in Tsukihime because his every incarnation is a bit more the original person and a bit less Roa himself. They just took his lightning stuff from the fact that he was pretty good at destroying streetlights in the visual novel.

Can somebody tell me how Roa got strong enough to take on Tatari Shion? I was under the impression that, aside from his "reincarnation" ability, there was nothing really special about him.

He's one of the best magus in history...
When he reincarnates, he can't use his magus skills for a while. That's why he didn't use spells during Tsukihime.
But now, in MBAA he can.
