NOTE: I was trained as a generator and building power technician in the army. I KNOW WHERE OF I SPEAK!
These buildings where wired to the American standard (120 V AC). 180 V AC in American Standard systems exists only ONE place: approx 2 ft of the main line between the generator coils and the step-down transformer on the generator.
In order for 180 V AC to come out of the water THIS has to happen: Open generator, attach mainline cable, run to water reserve.
i.e. THIS WAS DONE PURPOSEFULLY!!!
